I seem to remember that when one upgraded to the next license class that the 10 year "clock" was restarted. As a recent license upgrade to General I see in the FCC ULS this does not seem to be true anymore. Is my memory faulty or when did this change?

Agreed... I would say maybe "fcc" "callsign" and maybe even "vanity" since the answer covers something done with or about a vanity callsign issued by the fcc... :)

If you get a VANITY call It will "reset" the 10 year clock. Not a license upgrade.

Licence upgrades, name changes, or address changes do not reset the 10 year clock but as stated above getting a vanity call does reset it.

So has it always been this way (my memory is faulty) or when did it change?
