The FCC rules for 3rd party transmission §97.115(c) state:

No station may transmit third party communications while being automatically controlled except a station transmitting a RTTY or data emission.

Does this prohibit me from allowing my family to transmit to a repeater, since the repeater is an automatically controlled ? (Obviously I would still be present, monitoring and supervising the communication.)

Since the station you are operating will be controlled by you and not automatically you may allow your family and friends to transmit while you are present.

I did this many times for the BSA Jamboree on the Air and allowed many scouts to use the Catalina repeater via my radio.

And also to the best of my knowledge repeaters are actually "Remotely" controlled not automatically but I'm not sure

I think repeaters can go either way. I have heard people actually "dial them off" with their keypad, but the one I hit often keys up, repeats, resets timer, and announces sever weather and club messages all on it's own. (Except for the initial programming, seems to be fully automatic)

Remote control means the control operator is on the repeater's controls. Unless he's there all day and all night, a repeater fits the definition of automatic control.

It's a good question - a literal interpretation says that you can't let others talk through the repeaters. Apparently the practical interpretation is that you can.

If you look at part 97.109.e it says:

(e) No station may be automatically controlled while transmitting third party communications, except a station transmitting a RTTY or data emission. All messages that are retransmitted must originate at a station that is being locally or remotely controlled.

There is also a question about retransmitting on the extra-class exam.

When may an automatically controlled station retransmit third party communications?

The proper answer is

Only when transmitting RTTY or data emissions.

So - my best answer is - no it isn't allowed.

Now on the other hand, if there is a control operator for the repeater available to actively monitor and control the repeater, then the repeater changes from being automatically controlled and is then remotely controlled. It is my understanding that third part communications are allowed via remotely controlled stations.

Third-party communications that originate at your station, while you are present as a control operator, should not violate any part of 97.115, as they originate at a station that is being locally controlled.
